In laying Mr. Price's interesting report before the Legislative Council on the 19th of November 1879, I said
"I think the time has come when the Colony should deal with the question of tree planting in a more comprehensive manner - with a vote of $2,000 a year expended on forming nurseries for seedlings and paying a regularly organized staff of tree planters - we shall be able in a few years to transform the appearance of this island and permanently improve its sanitary condition."
The enclosed extracts from the local papers show that this proposal was well received. The Legislative Council not only sanctioned it but, having watched the beneficial effect of the vote, they have allowed me to increase it from year to year.
I am now asking them to sanction an increase in 1881 of $10,000 on tree planting.
